Our Team

Peter Smith

Peter Smith, Partner: Peter is a former state representative from Milford’s 119th district. During his time in the legislature, Pete was known for building consensus around issues and his passion for constituent causes. He served as co-chairman of the Conservation and Development sub-committee of the Appropriations Committee, vice chairman of the Commerce Committee, and as a member of the Environment and Transportation Committees.

Pete joined the firm after four years leading the Connecticut Pari-Mutuel Association. Pete has served on numerous boards and commissions and was campaign chairman of State Comptroller Nancy Wyman’s 2002 campaign. He currently serves as a member of the Judicial Selection Commission as an appointee of the Speaker of the House.

Katherine Lutz

Katherine Lutz, Partner: Kathie has more than 20 years experience in the Connecticut political arena and an extensive background in private industry. A former Democratic Town Committee chairman, Kathie has served on a number of elected and appointed boards and commissions. She served on the Milford Board of Education, as well as the Connecticut Association of Boards of Education during which time she received the Outstanding Woman of the Year Award. She was also appointed to the Inland Wetlands Agency.

Kathie is a former member of the Democratic State Central Finance Committee and a delegate to the 2000 National Presidential Convention. In addition, at the request of the Speaker of the House, Kathie worked with the House Democratic Caucus on campaigns throughout the state and she continues to be active in local, state, and federal campaigns.

Kinson Perry

Kinson B. Perry : Kinson joined Rome, Smith & Lutz after more than three decades in the telecommunications industry. For the past twenty years he concentrated on government and community relations. At AT&T External & Legislative Affairs, his focus was on state and municipal lobbying. In that capacity he worked closely with chambers of commerce, community groups, municipalities and the Connecticut General Assembly. He worked with the network team that took part in the SNET video dial-tone trial. This led to one of the first cable programming ventures by a phone company after the Telecommunications Act of 1996.

Kinson attended Quinebaug Valley Community College and then the University of Massachusetts at Amherst where he earned a BA in Anthropology. He also holds an MS in Organizational Management from Eastern Connecticut State University. His interests are ancient history, travel, blues music and outdoor recreation.

Joseph H. Riter

Joseph H. Riter : Prior to joining RSL, Joseph attended Franklin & Marshall College in Lancaster, Pennsylvania; majoring in Government and minoring in French. After college, Joseph pursued a law degree at Quinnipiac University School of Law. While attending law school, he worked as a legal intern with RSL during the 2013 legislative session. After graduating from law school and passing the Connecticut bar examination, Joseph joined RSL full-time. Beyond his interests in public policy and government, Joseph enjoys reading, listening to music, and spending time with his family, friends, and dog—Blizzard.

Charles J. Rothenberger

Charles J. Rothenberger :Charles brings more than 10 years of experience working on environmental, energy, and land use issues to Rome Smith & Lutz. He has extensively lobbied before the CT General Assembly, state agencies, municipal boards and commissions.

Charles is a 2001 honors graduate of the University Of Connecticut School Of Law, where he edited the Connecticut Journal of International Law. He has a master's degree in public policy from Trinity College and a bachelor's in history from the University of Connecticut. He has been admitted to the Connecticut, New York and Massachusetts bars and served as a law clerk to the Hon. Thomas G. West and the Hon. Joseph H. Pellegrino at the Connecticut Appellate Court.

Lewis Rome

Lewis "Lew" Rome: 1933 – 2015 Lew founded the firm in 1982, bringing years of experience in state and local government. As a state senator who served as both Senate Majority and Minority Leader as well as the Republican nominee for Governor in 1982, Lew spent a lifetime dedicated to public service. He was a proud UConn Alumni and served on the University Of Connecticut Board Of Trustees including a term as chairman.

Lew will be remembered by all of those lucky enough to work with him as a model public servant who cared passionately about the people and policies he represented. As a mentor to many, his style was described variously as gentlemanly, old-school, mild mannered, and diplomatic as well as persuasive, with a command for the facts and a keen debate intellect. He created the firm with the highest ethical standards and hard work and we continue that vision today.
